As a rare exception, not a fourth Squawk level, an Emergency Action Item is called out when a finding could jeopardize the business itself, such as an apparent regulatory or compliance issue. Examples may include an apparently lapsed required license, a publicly visible safety warning, a conflicting required credential, or another observable condition that appears to require immediate clarification or qualified professional review. SQUAWKS describes only observable public evidence, recommends qualified professional review, and notifies the owner immediately, outside the normal reporting cycle.
